I have 150 tilapia fish in this type of tank...is that too much

It depends on the size of your fish, the larger the are the less in that space. If they are more than 4.5 inches, yes. I recommend two dozen at that size.
Too much fish in one space will decrease the rate of their growth and you will have frequent deaths as a result of aggression and fight for oxygen.

1000 fry in a IBC.. I can see why you would have to cut the numbers by half...
Then cut it by half again and again until you only have a few

Air pump is used with my fingerlings as they grow you will need to install a bucket filter.
