    Great breakdown.
    Personally, I believe that Gus was a part of the Pinochet Regime and took part in the torture and humans rights abuses of Chileans as an officer of the regime's secret police (DINA) or was at least extremely close with someone who was (e.g. relative, teacher, family friend, etc). This would also align with his techniques used in erasing his past as well as the techniques that he used with the drug dealing business in America, before and after working with the cartel. There is also a story that he tells Hector in Better Call Saul where he recites a moment in his childhood when a coati (South American Mammal) stole some fruit from a lucuma tree that Gus had been taking care of at the time. He then states that, when he had caught the coati, he imprisoned it and kept alive, suffering for days before it met its fate. This could maybe be seen as an early motivation to become an officer of the secret police for Gustavo. Also, in Breaking Bad, after Hector shoots Max in the head while Gus is held down on the ground, Eladio says "the only reason why you are alive, and he is not... is because I know who you are", implying that Gus probably had a relatively high reputation either in Chile, or a line of work that correlated with the cartel's doings.

      I dont think he did he was very uncautios when it comes to combat scenario

      In combat, he was able to stealthily outmuscle and kill Arturo, setup a trap for Lalo by rigging the wiring and stashing a gun behind a machine in case he was led underneath the laundromat unwillingly then proceeded to defeat Lalo in a gunfight (which is a humongous feat), knew how to handle the situation where the cartel snipers arrived at his place of work, outmuscled and killed Victor, and avoided the assassination attempt where Walt had hid a bomb underneath his vehicle (with his Spidey-senses, lol)

    The theory I came up with was he was the bastard child of a Nazi fleeing Germany (who still had German connections) and he was a dangerous individual in the Chilean government.

    If Gus fled Chile then more likely he would been an Allende appointment and maybe not even from Chile but Cuba, since his regime was loaded with communist advisors. Gus himself does not have a typical Chilean appearance, and you only need to see the first 10 minutes of episode 1 of Narcos to see Pinochet was no friend of cartels.
