He then turns to see if the ball is snapped. If it's snapped before his head turns, there's no flag for delay. Some of these refs need to get their necks checked.
Apparently the NFL did some budget cuts and instead of paying for professional refferees. They post Craigslist ads for people who want to volunteer to Ref some of these games.
I think at best it should be a call that can only come out as an offset penalty - like if the taunting clearly leads to a fight then yeah that's fair, but otherwise let guys feel good about moving the chains and scoring points.
