What they need to do is give every player an orange flag with there number on it. Put a little pouch on the pants with it. When the player is going to be eligible he hands that flag to the official. The official now has a solid " im eligible " from the player. After the referee tells the defence he keeps the flag and returns it after the play. Keeps everyone honest.
Instead of every player, they should give the coaches it, (since they already carry challenges flags around) then the coach picks which player and the player can give it to the ref so everybody on the same page.
