Ichikawa with no.6 While Ichikawa has the most potential to surpass all of them because he has the strongest weapon while Kikoru at 2nd. Because Reno is already top tier with only 55% full release with no.6. While Kikoru is almost at her full potential with 94% full release The titile strongest is thrown around a lot to different people in the defense force.

I think she took the vice captain since she is not proficient in killing mid size kaiju or a close quarters one. Since she is a cannon she needs some one to close the gaps. And The vice captain closes it.
