hi i had same issue.
right clck on the extensioninstallforcelist file go to permissions>advanced and you should remove what seems suspicious with then *allow* your user.
you should be able to delete the file after

whenever i try and delete chrome from HKEY_LOCAL_MACHINE\Software\Policies\Google\Chrome it says cannot delete chrome, error while deleting key. what do i do

i need help ive tried everything and its not working, i even removed chrome off my desktop completely

Find the folder that says ExtensionInstallForcelist in HKEY_LOCAL_MACHINE\Software\Policies\Google\Chrome, I right-clicked "Permissions" on that folder, then clicked "Advanced", and edited the topmost to change the "Type" to "Allow", then deleted the registry that was named "1" that was located in the ExtensionInstallForcelist folder, it worked for me.
