That was one of the oddest booking decisions I have ever seen. It should have been Vader vs. Mankind, over the services of Paul Bearer or whatever, and Owen vs. Bulldog, which had been building for months and was on RAW a few weeks later.

No one besides Steve Austin dislikes Owen Hart, and Steve really needs to get over it. The man is dead, didn't mean to do it, AND Steve did the exact same spot to Masahiro Chono and botched it himself, but does not ever talk about that.
