Pretty sure that the protagonists of dao and dai can also wear it while not believing in the elven gods plus, there is a difference in faith. like one thing to believe that the gods protect you and another that one day they will really come to our world he could also just get it when he believed (and then lose faith) or against his will
It's tradition to receive Vallaslin when you become an adult amongst the Dalish regardless of what you believe in. Even the Inquisitor can get Vallaslin and straight up say they don't believe in Elvhen gods.

Have *you* read the lore? If he was an adult when he left the clan he's gonna have a vallaslin anyway, that's a mandatory rite of passage
Vallaslin is mark of adulthood. It's marking that you belong to the tribe and are full fledged member. It's less about gods now and more about tribe.
