I have Class 2. The throttle doesn’t make you go faster or make you more dangerous. It allows me to stop on an uphill for a horse and start again. Explain it like that. A lot of politicians have horses. And, there’s already laws about reckless endangerment, and sometimes speed limits on trails, there’s no need to regulate everything. That’s totalitarianism.

This is total BS. If it’s hitting 28MPH sustained on flat ground the pedaling is contributing almost nothing for your average ebike rider. Pedaling is much more significant at LOWER speeds not higher.

So I see companies adapting by making all of their mid drive and hub motors LOOK like they are outputting lower wattage by changing everything from the hub motor stickers to the stickers on the controllers to the digital readouts on the screen to make it look like they are outputting lower wattages when really they are going to be putting out a solid 1500 watts to bypass this ridiculousness. People will just be ghost pedaling above 20 every time they see a cop to get around this it's nonsense. I also see high wattage mid drive motors with low gearing slipping under the radar so they can have really nice torque and power but cap out on speed due to cog gearing.

People have been riding pedal powered bicycles for a long time safely. This argument could possibly be true if people acted responsibly but instead will use the argument “ebikes are safer because I can get up to speed and cross an intersection fast” and proceed to blow through stop signs and stop lights causing more accidents… Ebikes are still bikes. I argue that ones with throttles should be classed as mopeds or motor-driven cycles But even bicycles have to follow the same traffic laws as vehicles. People are riding them like laws do not apply and that is leading to the regulations. Foolish.
You aren't reading the law correctly. It says, "Type 3: Bikes with a top assisted speed of 28 MPH that must be pedaled to operate." This means pedal assist can't go more than 28 MPH.
I am just a messenger here, so remember that. California did not change anything about the classes of e-bikes. They only clarified what the law has always been. Look at Oregon for just a moment. It does not say that class three is a combination of class one plus class two and can go up to 28 mph. it says it can go to 28 mph peddling. Nowhere does it state that it is allowed to have a throttle. The idea that class three has to encompass class one and class two because it’s higher is not a part of the law in any state that I am aware of. If it is about speed only then why can I not ride my KTM 450 or my Suron, on the bike trails, bike lanes, sidewalks, etc. The vast majority of people have nothing to do with e-bikes. So there is a louder voice from them to the politicians. This is where the problem is at. Sometimes the squeaky wheel will get heard first. Even though it is only one out of four. But in this case, there are no advocacy groups for e-bikes. so the lawmakers are going off of what they hear which is the vast majority of against e-bikes. When the throttle issue comes to play, the vast majority will see it as nothing but a electric scooter, moped, motorcycle, etc.. So, before anything is going to happen as far as laws. Either us e-bikers need to change the public perception, or need to have a good lobbying group formed.

I’ve read the law several times. It is confusing. I don’t see a grandfather clause for existing bikes. I doubt you can remove the throttle to comply because you aren’t allowed to modify the bike in ways that affect propulsion. I’ve asked the vendor I’m considering buying from how they will comply and they won’t answer. Calbike describes the bill as a battery safety bill, which it is, but it also modifies the description of class 1/3. So I guess I have to wait on the sidelines to see how this plays out.

The european model is extremely simplistic., e bikes are restricted to 25 Kph and no throttle . anything above that speed requires a license , registration and insurance . America can set its own speed limits if they want to go faster . Throttles can stay on existing bikes but be subjected to the new speed limits ????

Class 2's can have throttles, class 3's can't. I have a class 3. If somebody wants to go faster than 20 and not pedal, they can get a scooter.

In my opinion, everyone on the road should just follow the rules of the road. If you run a red light, riding recklessly, you get a ticket just like everyone else. This class 1 can have this but class 3 can’t have that will never be inforced and there will always be loopholes around it.

Addiotionally a bike is a human powered machine however with full throttle I've seen plenty who never pedal once and treat it as essentially a moped, and they should just get a moped. Most ebikes can beat a world tour pro going uphill. Most people can't do 20 mph solo on the flat for an extended period, so they go faster than most riders on a regular road bike as well. Which is as it should be. The idea of an ebike is so people who aren't fit can ride the sorts of speeds people who are fit ride a regular bicycle.

If you're not pedaling it's not a bicycle so you need license, insurance, tags, plates and everything else a motorbike needs. And you sure as hell should not be on sidewalks or bike paths like I see so many of these vehicles. I own an e-bike with a throttle and I will happily remove it when this law passes.
The whole purpose of it is to prevent these kids from throttle and around at 25+ mph. If you want to go faster got to pedal simple as that, otherwise you're riding a moped, not a bicycle. A lot of these throttle e-bikes are three times the weight of a regular bikes and can be very dangerous when traveling at 28 mph. Most of these riders are traveling on two lane bike trails with a mixture of adults and kids. I’m sure it would be very hard for law enforcement to restrict these riders to the road only.

pedaling or throttle makes no difference imo. make the speed limit 28 or 30mph regardless doesnt matter about throttle

Yeah, dual motor cruiser bike might be the way to go.
Any 250w motor can be altered to go twice the rated speed. However I agree with new law, a throttle makes it a différent vehicle

@oregonebikermark8953 zi live in far NW Arizona, there are no ebike laws, they're all considered bicycles here. If you live in a big city, especially in California, laws , laws, and more laws. I haven't been there in 20 years, and I would never go there.

Any ebike should be allowed to go as fast as a regular road bike. They definitely hit 50mph in races on longer downhill portions.
Most ebikes can beat a world tour pro going uphill. Most people can't do 20 mph solo on the flat for an extended period, so they go faster than most riders on a regular road bike as well.
Which is as it should be. The idea of an ebike is so people who aren't fit can ride the sorts of speeds people who are fit ride a regular bicycle.
@@blubaughmr the issue should just be speed. Not if it has a motor or not. If I’m aggressively pumping my pedals to go fast, I am in more danger than if I use a throttle. The laws are about safety (and what they can do to get us to violate those rules to earn revenue).

It is a scooter.
An ebike is primarily driven by pedalling not by throttle.
The motor assist you, as you pedal.
If you dont push the pedal, the bike does not move.

These are NOT bicycles. Speed is too high for a bike lane. Safety A hole. Your video is the reason WHY.
If you're not pedaling it's not a bicycle so you need license, insurance, tags, plates and everything else a motorbike needs. And you sure as hell should not be on sidewalks or bike paths like I see so many of these vehicles. I own an e-bike with a throttle and I will happily remove it when this law passes.

That whole state has been neutered
The whole purpose of it is to prevent these kids from throttle and around at 25+ mph. If you want to go faster got to pedal simple as that, otherwise you're riding a moped, not a bicycle. I like the idea it could make people less lazy and actually motivate to pedal/exercise. Pedal past an officer doing 35mph, they don't care one bit

I own a legal Ebike but by simply changing the wheel size I can throttle up to 30mph. I usually dont and always pedal but its nice to have that option
A lot of these throttle e-bikes are three times the weight of a regular bikes and can be very dangerous when traveling at 28 mph. Most of these riders are traveling on two lane bike trails with a mixture of adults and kids. I’m sure it would be very hard for law enforcement to restrict these riders to the road only.

My ebike weight and me are same weight as a 225 pound person on a pedal bike . Will there be a new law for fat people on non electric bikes ?
People just let them takeover, no one fight back on their freedom of new things. E-bikes are classified their own under "bicycle" e bikes have nothing to do with automotive classifications.

it is an electric Motor cycle. it is lazy to just throttle and "ride"
so you film a video while biking. thats distracted riding and a danger to self and others. and doesnt make for a good video when you are distracted from biking
