i kinda think something's wrong here. i believe all timekeeping devices originally had a single hand. a minute (as in my-noot, meaning small) divisor of time. it was later that a second hand (as in a second order of minuteness) was added. or not.
I think you are right - it started with the hour hand and the minute was added after when the mechanics got better. As mechanics got even better, another hand could be added to further break down the minute. It was the 2nd breakdown - hence the name second.
