How does the ballast measure the UV output. Would if that bulb was defected. Does it just count down 365 days? I have a sterilight and it seems like it counts down a day every 3 days. Thanks.
Filter would be placed before the UV light as you want to prevent particulate from clouding the lamp ...... in other words the water in the UV lamp needs to be as clear as possible to do its job effectively. Also ... the need for a filter is dependent on your water quality.... get it tested... there are different kinds of filter with varying porosity which is something that needs to be taken into account.

How do you "relieve the pressure" after closing the shut-off valves?
Opening up a faucet will relieve the water pressure.
Are you concerned with using pex this close to the light, since it is not rated for uv exposure?

I replace the bulb and reset it but the red lights don't want to turn green and keeps beeping

Unfortunately the bulbs are proprietary, not universal.
