Hi when I try to activate the element ice gun its stucks can't able to turn that in pc does anyone know why

Left on D pad to select the ice element once unlocked then R1 to fire the selected element

Yeah of course earth and water
Water= Element gun Water Extinguisher hose
Earth= Sonic vibration/Seismic wave through Rock and Minerals
