Yes. Create a new action (By default, you will be inside of that action now). Now, in the Actions window, click once on "Mainline" and then press the Copy button. The mainline animation from the selected layer (and all the animation inside if it is a group/bone/switch/etc.) will be copied into that new action.

Yes. You can insert two actions at different times in the timeline and automatically get an interpolation between them. For example, having a character walking and smoothly start running
