I run Toluz as the lead of my "murder on the owl express" politics deck. The great thing about her is that she's powerful without appesring dangerous or giving my opponents an indication that I'm about to start going off. There's an "oh, cool" at the table when they read Toluz, but not an "oh, no". A great starting point for any deck looking to manipulate the battlefield by "helping" your opponents to kill each other.

I just put together a cycling decklist for this guy. Play cycling cost reducers and just cycle a ton of cards, sac Toluz to a sac outlet, get your cycle cards back. Doesn't do much aside from deck itself or generate value from cards that care about discarding or cycling cards
If it blinks, you lose access to those cards. It says "exiled with Toluz" so if it blinks, it is a new object and will only store cards from then until the next time it ETB's
I'm seeing a lot of use for this one in Esper Aristocrats. Syr Konrad comes to mind. It should ding all players for two on each creature discard because the creature will go to the graveyard and immediately leave.

Seriously this with athreos god of passage, Bontu, plumb the forbidden, any type of gravepact, dictate. i mean it is amazing cards that where jank like necromancer’s covenant, Kahlitas traitor of ghet, vampire hexmage to constantly remove counters the list goes on and on etb creatures with a little time it could do some pretty spicy things

Zombie Infestation alongside Toluz could be a value engine. Mind Over Matter is probably a combo engine. The Rabbit Wizard from Jumpstart I'm going to try out as well.
Blink =/= Death. Being exiled means the card is removed from the game but was not destroyed. Death is caused by Destroy/Sacrifice/Damage effects or reducing the toughness/loyalty counters to zero or below (negative). Also, Return X to hand or Shuffle X into Library, or being discarded/exiled from the hand doesn't count as death. That said, Toluz seems to be better as a part of the 99 with recursion so the CMD tax doesn't start making the strategy too expensive.
Honestly, I think we could probably leave reliquary tower out of this one... Let's say she dies and you get a bunch of cards back from exile... Set your hand the way you want and then reanimate or recast her sometime before you pass the turn and just discard those cards back into exile for the next time she dies... You can probably even set up some kind of engine to consistently sac her, organize your hand, bring her back from the yard and gain benefits from other cards discard triggers... It'll be a balancing act, but I like it
Honestly the rules lawyers have let me down for this video because all the comments seem to ignore the big issue of why exile doesn't work which is that for the cards ability to trigger it has to die exile is not being sent to the graveyard first it's just going straight to exile
Rather than going for "value" sacrifice outlets, I'd go for sacrifice outlets that help you manage the board and control the game. Your commander is already going to give you value, so use Attrition or Bone Shards to deal with a problem creature before getting your cards back.

When a card leaves the field and then returns, it is considered a different card. You will lose everything you’ve previously exiled with your commander.
Also, don't run Undying evil with this lol. Unless you are discarding all lands, you're very likely to have some counters which then undying does.... nothing.

Esper cycling control..... i feel like i'm the only one who's tired of blue getting more and more support and powerful spells..... then again i suppose no one comprehends what i'm even talking about. At least she has to "die" and not just "leave the battlefield". WoTC needs to stop putting black and blue together.

I would say make sure you have sacrifice outlets so someone couldn't exile your commander to screw you out of the conived cards.
Well on the bright side, you'll know if your commander is surviving before you choose what to discard.

I'm definitely gonna build a Toluz deck when Streets of New Capenna releases, it just seems so cool and it has some of my favourite colours!
