I got this game back in 2009 and I remember how, on my first playthrough, I only knew about the Anvil and Skingrad houses. I only found out about the other houses when I decided to do a playthrough as a super pure paladin type. That's a difficult playthrough if you don't have mods that fix the leveling system.
On the nexus a mod called Northern UI adds it in. Doesnt feel as natural as it does on console though tbh. Completely vanilla oblivion tho fuck no. The game bugs out periodically from just having a controller plugged in to your computer

Aleswell gives you a free room in the inn when you do that towns quest
