The telecom and broadcast regulator TRAI today said that it has capped the installation and activation charges for cable and DTH services at Rs 500, comprising an installation charge of up to Rs 350 and an activation charge of up to Rs 150.
However, in addition the above charges, these players can levy an upfront refundable deposit as well as a monthly charge as rental for the equipment.
At present, DTH companies charge around Rs 1,200 per connection, which is considered non-refundable. No extra rental is charged for the equipment on top of the service rentals.
TRAI made the clarifications as part of the roll-out of the new tariff regime that comes into effect from December 29.
“A Distributor of television channels or its linked local cable operator, as the case may be, may charge an amount not exceeding rupees three hundred and fifty as a one-time installation charge.. [and] an amount not exceeding rupees one hundred as a one-time activation charge for activating the broadcasting services related to television,” it said.
TRAI also made it clear that if a consumer manages to find a set-top-box or equipment that works with a particular cable or DTH service, then he has to be allowed to use the same by the DTH or cable operator.
“It shall be permissible for every subscriber to buy a set top box of approved quality from the open market, if available, which is technically compatible with the system of the Distributor of television channels. The distributor or its linked local cable operator, as the case may be, shall not compel any subscriber to buy or take on rent the set top box from him alone,” it added.
The equipment cost incurred by a DTH operator for a new connection is around Rs 2,200 for a standard-definition subscriber, and around Rs 2,500 for a high-definition subscriber.
So far, DTH and cable companies have been recovering about half that amount from the subscriber and contributing the other half from their pocket.
Under the new rules, these operators have two options to meet their expenses. The first - and likely the most popular option - would be take a security deposit of between Rs 700-1200 in addition to the Rs 500 installation and activation charge.
The second option would be to ‘sell’ the equipment to the customer for Rs 1,500-2,500.
In case of it’s a security deposit, the operator has to return the deposit within seven days of disconnection, provided the subscriber gave him advance notice of at least 15 days prior to the disconnection, TRAI said.
In addition to the above, the regulator also imposed a cap of Rs 250 on the visiting charge of service technicians to subscriber premises for carrying out repair and maintenance services.
Your understanding is wrong.
1. DTH monthly cost will go down. The biggest advantage is that ' bouquets' of channels called 'packs' cannot be *forced* on the viewer anymore.
2. Each channel now has an *MRP* fixed by the *broadcaster* (i.e. channel owner) . It varies from Rs. 0 - Rs. 19/-.
The *distributor* ( like Tata Sky) can charge the customer *less than MRP* if they wish- just like products in the shops; but they can't charge more.
3. For the basic cost of Rs. 130/- one can choose 100 channels. About 20 of these will be the *mandatory DD* channels of the Govt. These channels have Rs. 0/- MRP.
4. The remaining 80 channels can be chosen like ordering food at hotels from the menu-card. You need to pay only the MRP for each channel you choose. I now pay Rs. 240/- for the South Special Pack and get some 100 *junk channels* though I watch only about twenty of them. Now under the *new TRAI order* , my bill will be much lesser and my time will not be wasted in scanning through numerous *junk channels.*
Viewers should be clever in choosing the channels. Some broadcasters are already offering bouquets which will further cut the costs.
5. If somebody wants more than 100 channels, he can get further bundles of 25 channels for Rs. 20/- per bundle. So there is much more flexibility than before.
6. You need *not* pay the separate *HD Access Fee* if you want to order HD channels. The MRP for HD channels will naturally be priced *higher* than the MRP of the same channel in SD. Further, each HD channel ordered will count as *two* channels for the purpose of the *total channel count*
7. So with judicious choice, the monthly bill will come down for most people. It will be higher only for large families where they want to watch *ALL* the channels.
Here again remember, if a large family goes to a restaurant and orders *ALL* the items on the menu card , the bill will definitely be higher.
8. Under the new TRAI order, the consumer has the freedom of choice. He pays *ONLY* for what he wants to see.

தகவல் தவறானது. சேனல்களுக்கான விலை ஏறாது. மிக மலிவாகும். கேபில் டிடிஎச் கொடுக்கும் 300 சேனல்களில் மக்கள் பார்க்கும் சேனல் வெறும் 10 மட்டுமே. ஸ்போர்ட்சை 100 க்கு 1000 க்கு ஒருவன்தான் பார்ப்பான். அப்ப ஸ்போர்ட்சை விரும்பாதவங்க பணம் கட்டத் தேவையில்லை. இதனால் சேனல்காரனுக்கும் கேபிள் டீவிக்காரனுக்கும் தான் அடி. அவர்கள் இதுவரை அடித்துவந்த கொள்ளை லாபத்துக்கு முற்றுப்புள்ளி. மக்களுக்கு இது மிக மிக லாபகரமானது. இப்போதுவரை தேவையற்ற சேனல்கள் 290 க்கும் சேர்த்து பார்க்காத பொதுமக்கள்தான் பணம் கட்டிக்கொண்டிருக்கின்றனர். சேனல்களின் ரேட் கேபில் ஆபரேட்டர், டிஸ்டிரிபுட்டர் இவர்களின் லாபங்களை கணக்கில் கொண்டு அதிக கட்டணமாக காட்டப்பட்டுள்ளது. இவர்களை நீக்கிட்டா மக்கள் தான் நேரடி வாடிக்கையாளர்கள். ஆகையால் சேனல்களின் விலை மலிவாகும். பார்க்காத சேனல்களின் எண்ணிக்கை கூடுதலாகும். அதன் வருவாய் இழப்பை சமாளிக்க, அந்த சேனல்களை மிக மலிவாக்குவார்கள் சேனல்காரர்கள். மலிவாக்கித்தீரவேண்டும். அப்போதும் விருப்பமில்லாதவர்கள் பார்க்கமாட்டார்கள். இதனால் சேனல்களின் தரம் உயரும். மக்களுக்கு பிடிக்காத நிகழ்ச்சிகளை பெருவாரியான மக்களை திருப்திப்படுத்தாத செய்திகள், தவறான செய்திகள், அரசியல் கட்சிகளுக்கு ஆதரவாக செயல்படும் செய்தி சேனல்கள், காசு வாங்கிக்கொண்டு செய்திகளை வெளியிடும் சேனல்கள் என்று எண்ணிலடங்கா தரமற்ற சேனல்கள் திவாலாகும். அதை தவிர்க்க தரமானதாக மாற்றுவார்கள். வாடிக்கையாளனே பொருளை நிர்ணயிக்க சரியானவன். கேபிள் டீவி மற்றும் டிஸ்டிரிபுட்டர்கள் வாடிக்கையாளர்களின் உரிமைகளில் தலையிடவேக்கூடாது. டிராய் முடிவு மிகச்சரியானது. மக்களுக்கு மிக சாதகமானது.

You have zero business understanding. When new rule comes in, all channels will reduce subscription fee, as most of the revenue they get are from advertisements. This is a good move by TRAI
karthik Arvind yes we are paying to see their advertisements all the day instead of watching useful shows
Channels are making money only through advertising by using us as viewers. In order to get more revenue they need more viewers. If channels rate got increased by channels owners they will suffer due to less viewers. If a channel is getting less views their ads revenue will drop. So no channel owner likes to increase the rate. So I hope I have registered my correct thoughts and leaving the decision to readers whether TRAI took the right decision or not

In Europe and in America we have to buy license for television. Without license we can’t have a tv at home. If we own a tv without a tv license is an offense and there is an annual checking at our homes by the broadcasting department and if we do not have the tv license then the fine will be very high. I live in Ireland and every year we have to buy the tv license for 160 Euros at the post office which in Indian value approximately 12 to 14 thousand rupees per year. We don’t have cable tv service providers in Europe and the television channels, internet and land phone will be provided by the mobile telecom companies for 60 to 80 euros every month. I hope that is the same System they are going to introduce in India.

எனக்கு1 year pack முடிய இன்னும் 3 மாசம் இருக்கு. Custamor carela கேட்டதுக்கு உங்க valitity முடியும் வரை எந்த chennalum உங்களுக்கு cut ஆகாது. புதுசாக வரும் plan உங்களுக்கு வேணும் என்றால் பழைய plan remove செய்து விட்டு new pack activate பண்ணி கொள்ளலாம். அதுவும் நீங்கள் சொன்னால் மட்டுமே பண்ணுவோம் என்று சொன்னார்கள். உங்கள் Valitiy முடிந்த பிறகு new plan நீங்கள் பார்க்கும் chennaluku பணம் செலுத்தும் வகையில் மாறிடும். அது கூட எந்த chennalku எவ்ளோ amount என்று 28ம் தேதி night தான் எங்களுக்கு official update என்று சொல்லி விட்டார்கள்.
இதில் குறிப்பிட வேண்டிய விஷயம் என்னவென்றால்( monthly rate) குறைய வாய்ப்பு இருப்பதாக custamer caril சொல்லுறாங்க.
