German unification is the first symptom of the early collapse of the Concert of Europe. Napoleon III's aimless diplomacy opened the path for Bismarck to realize such unification. However, it is not the Bismarck's realpolitik, Kaiser's weltpolitik resulted in total collapse of the Vienna order. Renouncing Reinsurance treaty with Russia with the hope of achieving British neutrality was a great mistake. Bismarck's policy of preventing Franco-Russia alliance collapsed. Above all, the impact of Indutrial revolution must be paid attention. Paul Kennedy says " strong economy for strong military" became prevalent in the second half of the 19th century. 1890 is the turning point for European system. The guarantee of the Vienna system was the geopolitical value of the Austria. Unfortunatelly, legitimacy collapsed after Crieman war as Austria gave ultimatum to Russia. Again, the Vienna system would already collapse since the requirements of the system was moving beyond the continent. What mattered until 1880s as the core issues turned out to be peripheral matters which resulted in WWI. Last point: LEGITIMACY WITHOUT POWER TEMPTS EMPTY POSTURE, POWER WITHOUT LEGITIMACY TEMPTS TEST OF STRENGTH. Byyyeeeeee:)....sorry for spelling mistakes...posted without spelling check:)

Self-determinism is the word he is trying to use--not irredentism.
