Following the process, the Motorola site stated my device is ***not*** unlockable, even though a code was sent. I couldn't continue on the site but I followed the instruction in this video and was able to complete. Thanks!

That is a closed door from Motorola's side. Since they are the manufacturers, we can't really do anything if they won't allow it.

I carried out the steps provided, and now fastboot is telling me to look at the developer options to 'allow OEM unlock.' However, when I boot back into the system, the feature is still greyed out. Does anyone know why this is happening???
You need to wait a period of time with your phone powered on for 3 or 7 days before the phone's system will unblock this feature. This is a security feature built into Motorola devices.
Warranty shouldn't be void because of rooting the phone. In the EU your warranty should still be valid after root.

This only work if you can bypass the screen that says no Sim card inserted enter pin code. For me this will not work because there is no SIM card for the phone or pin code. I tried 5 different programs and none of them worked. Bootloader is locked because the OEM is locked. Can not enter Android OS to unlock OEM.
Next method, I found a better way. Any sim card from an older TracFone will let you bypass the screen and setup your Google account then you will be able to get to settings and tap about phone for developer options. I was able to get old TracFone sim card from used phone from a friend and it worked.

This video is accurate. Sorry but if you have a carrier locked phone you can basically kiss rooting your phone goodbye! If you are in the US buy your phone at a best buy, actually in the store! At least for the ones in my area, they do not sell carrier locked phones!

What is the correct sequence? Unlock->root or root->unlock?
unlocking bootloader will allow rooting. if phone isn't unlocked first, you cannot root.

Make sure OEM unlocking is enabled in developer options. Make sure you have motorola drivers installed and lastly make sure that your device is recognized by adb by typing 'fastboot devices' and checking if your device shows up.
