In this specific case it is the Q Sound chip. it uses two stereo channels to create a special 3D sound. The channels themselves require a delay of a few milliseconds. When some channels are deactivated, they become disjointed and out of sync for a few moments. This guy worked miracles because it is very difficult to manipulate sound channels with the technology used in this chip.

SFA3's soundtrack went unreasonably hard and I LOVE IT
SFA3 has the best soundtrack of all of the SF games and Rose's theme is easily the hardest of all of tracks. Love this mix.
