Sir in case of rectus shorting why not ankle dorsiflexor acts and provide ground clearance instead of circumduction

Hi. The fist knee extention occurs by movement of femoral bone on tibia. I think soleus fix ankel and allaws quadriceps to contract ( the origin go toward insertion) . Is that right ??
