I recommend you to go 1 3 2 4. Skill 3 is quite important imo. Provides speed and attack. It provides stats right away in comparison to skill 2 and 4 which have chance based attributes associated.

Louis skills 1, 2, and 4 are what he requires the most. Lead should be either raigoro or any other you have. Louis doesn't have skills that enhance garrison.

NO, it is not required. You will mostly be doing field battles in this game and rarely lead garrison or be in garrison.
