Fact check about being ok to steal up to $950. It is still prosecuted with up to $1000 fine and possible incarceration depending upon circumstances and the judge's decision. In some cases, it can be bumped up to a felony. Talk about mentally disabled; if he could read, he would know better. He probably just read a false FB post and never checked valid resources.
