Bass can't get all the CDs in one playthrough by himself, so no he can't. In a regular playthrough without collecting the CDs, Bass can do it much quicker then Mega Man.
Most TAS's are glitchfests. It's rare to find a game that's designed well enough that a tas doesn't abuse glitches. Even most speed runs abuse glitches.
The run abuses no cheats. In order to get into the walls, the run abuses poor collision check. Normally when Mega Man is inside a block, the game knows he is not supposed to be there and tries to eject them out. However, by abusing Cold Man's weapon, Mega Man is ejected right into the wall, and because the game tries to eject him, he zips very fast.

I said this already in the Bass video, but Rockman & Forte (Megaman & Bass) was made for people in Japan who did not have enough money for a PSX at the time. They made a game for an, at the time, dying system, just so the poor had something to play.

Nintendo made some really bad design choices which pissed off a lot of developers who jumped ship to Sony's platform. Most importantly, every RPG developer ever, which resulted in the N64 having precisely two of them: Paper Mario and Quest 64, with a third (MOTHER 3) being cancelled mid-development. And RPGs are kind of the thing that makes a platform because they're long and engaging.
If that's the stat, then fair enough, perhaps it's regional - seems everyone I know had an N64 and knows the big games pretty well. Guess it was less popular than I realized, but the titles have become iconic and endured. But your claim about N64 RPGs is pretty off-base, forgetting that N64 had the BIGGEST RPG of its generation - LoZ: Ocarina of Time.
SNES was the 90's PS2 - a platform that completely owned that particular generation, had wide support, with an unpopular successor platform (N64, PS3).
Megaman must be religious. He doesn't believe in the universal laws of physics that science sets down stating that you can't just pass through solid objects like that, and thus he completely ignores them as he goes about his business.XD
Its possible I did it too without TAS. If you watch my Megaman and Bass Playthrough as Megaman, on the intro stage I did it by accident but I jumped at the right time to keep myself from dieing lol
no that's one of the reasons, GBA version not only had smaller resolution, but in my opinion they completly butchered the sound quality in that port and for me, Sound Quality matters

The game is played frame by frame (1 second = 60 frame usually).
The run abuses no cheats. In order to get into the walls, the run abuses poor collision check.
