Just tuck your knees into your chest and slowly work on extending them out until your legs are fully straight in front of you

any advice for what to do if you can't do the first step? at least not for any long period of time
try just lifting your legs up and down to that position first for strength :) do it as controlled as possible
Knee raises - keep your legs at a 90 degree angle - as Matthew said controlled movement is strength!
