The Republic of New Rearindia was made up my Pixar after considering not to kill off Rip. Originally, Rip Clutchgonski was supposed to be killed by the camera in Cars 2. However, they completely changed it after thinking that the viewers wouldn't want to see their country represented by a car get killed on screen. So for that reason, they made him from a non-existent country and have his name be a nod to that of the original version of Cars 2
