I would cast Daniel Craig as Baron Zemo. He has a commanding screen presence, gravitas and is great in action sequences. He's also an expressive and versatile actor who would be able to convey a lot with his face covered.

I know Simon created Captain America but never read his comics but in the 60's when Kirby brought him back first in Tales of Suspense and always like the " Man outta time " , He didn't fit in to the modern world plus Kirby gave Cap some cool fight moves and made him also a member of Shield and had gadgets ( a la 007 ) then Steranko did those few comics and then Gene Conan drew him where he met the Falcon on the isle of the Exiles. Till Brubaker gave Cap new life in 2005 and bringing back Bucky as the Winter Soldier and put Cap in the 21st century .

Because when Wolverine dies his healing factor heals him back to life, but Wolverine's healing factor also makes it to where he doesn't age. If he does show any type of aging, it's only in alternate apocalyptic futures where food is scarce so the healing factor doesn't have the nutrients to repair his body. So it's not aging, it's just his body breaking down. But if he got the nutrients his body would completely repair back to his healthful youth appearance. Steve Rogers and Hulk both age, so their healing factor works differently in many ways. That means that if they die, they may stay dead. That would mean that Wolverine's healing factor has also altered the telomeres, while Steve Rogers's and Hulk's telomeres aren't altered. Even if telomeres are "repaired", which telomeres can be stronger if you work them right, they still run out as time goes on and when they run low that's when you die of old age. That's the mechanism for aging and dying. Most people die before their telomeres run out such as of heart failure and heart attacks. With Wolverine it goes beyond "repairing" the healing factor, and it somehow altered it to where the telomeres can't run out. Many of the detriments of aging can be repaired and prevented naturally, but the telomeres running out and dying cannot be prevented. The only way it could be prevented for immortality would either be through gene alteration which they might have the technology to do that now and I have some good ideas for that, and possibly through manipulating metaphysical energies only very few would know or have permission to do. I believe the aging limit is 120 years old with our current Earth genetics, but I've only heard of as long as 115 years old in modern times. Some isolated people have claimed to be well over 140 years old but they may have been lying early on to avoid military enlistment and also to promote their region. They're fairly healthy for what they do, and it may be good to look into the anti aging properties for them which scientists have done and made major breakthroughs in the last century to do with negative hydrogen ion, alchemy, NASA science, military, biophotons, ormus, mineral elements, etc. One of the guys that did the research is said to be a starseed and visited by extraterrestrials (they sounded like the Nordics but he could be visited by many groups), is a genius at a very young age that was enlisted in top secret military in his adolescence, became a NASA scientist, has created over 300 patents, and owns his own company for the research he did on anti-aging with very potent compounds he sells that could revolutionize the world and create world peace if properly utilized. If only mankind would learn.
I think Civil War is my favorite comic story arch of all time. Killing Joke was great, Aquaman has some awesome stuff with the new 52 series, but I don't think anything could top the epicness of having Captain America being a fugitive. That comic was so memorable from beginning to end.

About captain America during 911 and captain America the chosen where he is dying and leads a bunch of soldiers out of a collapsing trench only to then pass naming one of those men the new captain America.

I never really liked Captain America in the movies or the comics but TWS was an amazing movie. Helps a bit that he's not really an Olympic level human and more of a superhuman in the film
One thing I was surprised you skipped over was the brief time in the 70's when Steve Rogers gave up being Captain America and became Nomad, the man without a country, because he was disillusioned to find out the President (which the implication was that it was Richard Nixon) was the head of a secret organization.
