Many cutting edge technologies should be viewed as global public goods. Of course China, if it successfully develops a controlled nuclear fusion reactor, can refuse to share the technique with the US. I am quite sure the US will refuse to share with China such a technology if it successfully develops controlled nuclear fusion technology on account of again, "national security" grounds. But the US will share such technology with the rest of the world. It's all about China containment.

Only problem is that currently the amount of energy required to make fusion happen is only a fraction below what you get out, so not currently a financially viable commercial option. Maybe in the next few decades when technology might find a solution that makes it viable, but that is still a LONG WAY OFF, like around 2080 or next century, if mankind is still around
