This town is located at about 4000 ft above sea level and gets abundant snowfalls in the winter, and summers are dry and not too hot relatively speaking. Beautiful area.

Things to consider other than just Price . A Town like this would have very few English speakers . You'll need a passive income , like retirement . you cannot work . There are few jobs , especially for foreigners . I don't mean to be negative , just wanted to give a heads up on why the prices are so low . If you want to learn a new Language and start a new Life , this would be a good place to do it . Good Luck to you . Sincerely .

Simply a bedroom and kitchen do not a two-room apartment make. Kitchens and bathrooms are givens in an apartment.

No, they are not "given", they are always counted. It may depend on what the local zoning or conventions count as "rooms", but most jurisdictions in my experience always count separate kitchens as one room and bathrooms as half-rooms. Even if this kitchen is tucked into a corner of a larger dining/living space, that larger space would be one room, the bedroom is one room, and the bathroom is half a room. And since this is on two floors, this apartment definitely looks like a legit 2½ room duplex apartment.
