It must have been a completely different matter to watch his old classmate suffer immensely, for no reason other than sadism, and die a horrible death. And he always felt more connection to District 2 and their traditions and values than the Capitol. I read the ritual Sejanus performed on Marcus' body as District 2's version of the three fingers goodbye/admiration salute in District 12. Sejanus was alot like Katniss in that way; he thought his friend deserved a proper and respectful burial ceremony, tribute and Hunger Games or not. And let's not forget that Volumnia Gaul, the Head Gamemaker back then, was a lot more wicked and cruel than Seneca Crane. While the Plinths moving from District 2 to the Capitol made Sejanus safe from the Reapings, it also made him an outcast. I've always loved the line "You forget, I'm part of that litter". It basically translates to "every time you insult them, you insult me". I will argue that Strabo Plinth's way of parenting weren't the best. He was one of the richest people in Panem at the time TBoSaS takes place, but money can only buy you so many things. "Nobody actually likes him, but they do love his money". Timeless themes.
Sejanus to me represent the audience he's views on the games is exactly the views of the audience , he was the most compassionite towards the district children he was a genuinely good person, screw you snow glad that sejanus and Lucy gray came back to hunt you in the form of katniss and peeta
It's ironic how Sejanus was the catalist to perpetuate the games in time. If he had go with his plan to be a doctor or wait a bit to become the heir of his father's company, Snow would have never used his family to attend university. He wouldn't never had the conections or money to influence decisions in the capitol and the games would be lost in time as a failed experiment.

Since Snow did help Sejanus out of the arena, Sejanus or his father may have ended up paying for Snow's university tuition anyway. Even if Sejanus did end up playing the long-game, there is no guarantee Snow wouldn't have found a way to become president.
Now that I think about it, the Tribute people who died before the games didn't have to be there... But they did leave Sejanus to watch as he tortured Marcus.
