The guy who died was not a 'random person,' he was a Rebel agent, and he was the one sabotaging the bikes that exploded. What happened here was because they found out he was doing it.
People really like to praise Thrawn, when in reality this scene only shows how incompetent (and a psycho) he actually is; First: Making one of the enginers kill himself just to cause terror, that's an important lost of manpower in the factory of a planet with a small population. Secound: His order of making everyone test the vehicles it produces is irrational and stupid, theres a reason why we don't do that in the real world, you hire an inspector, you don't put a worker to test EACH one of the production, which also, reduces the production by adding a redundant task to the line of production which cannot be speeded and consume tons of time, halting production for long periods of time. Third; Killing a worker in front of his friends is like asking to be added to a deathlist or calling for more resistance in the future. Fourth: This isn't smart at all, nor ingenious, is just medieval inquisition in space.
not entierly no. His actions would work whether he was right about him being a saboteur or not. The fact it was clear he was, thrawn made the decision to make an example out of him. However had his decisiosn be proven wrong and the bike remained stable, he would ahve still implemented the plan, likely congratulating him for his craftsmenship and give the ultimatum. its why he had him operate his own creation rather tahn selecting someone at random. Killing someone innocent would have a diminishing return, if not embolden rebel activity, and would be a senseless loss of life of someoen who very may well not be connected to any rebel activity. Forcing the mechanics to test their own creations will ultiamtely inhibit further sabotage efforts. those with self preservation will not actively sabotage something if they must operate it. And even those more radicalized won't waste their lives so needlessly. the rebele sympathizers will be cowed and force to work normally, and the regular workers will be spared needless persecution and violence from any witch hunts for sabotage.
Imperial personal he seems to not want to waste like normal imps do, but slave working saboteurs that are destroying his resources, troops and costing him missions, like he says this will not be tolerated. Even if his example was near tarkin level, it still demonstrated his main point that everyone has to test the equipment personally before field use.

Thrawn gave him the ride of his life!
efficiency over lives, the empire is a well oiled war machine not a sloppy military with no reason to kill random people
The guy who died was not a 'random person,' he was a Rebel agent, and he was the one sabotaging the bikes that exploded. What happened here was because they found out he was doing it.
People really like to praise Thrawn, when in reality this scene only shows how incompetent (and a psycho) he actually is;
First: Making one of the enginers kill himself just to cause terror, that's an important lost of manpower in the factory of a planet with a small population.
Long live the galactic Empire it is better it had more troops and it had more resources and worlds
Thats not Thrawn From books. He would never use his trooper’s life for example. He values all troopers and doesn’t trade lifes.
That wasn't a trooper.
It was essentially a slave worker.
He was a traitor and a saboteur, thrawn doesn't care about rebels.

Besides workers seem to be less valuable than military personnel, especially in the empire. Especially when the workers aren't yours. Simply put it, Thrawn is responsible for the people under his command, not outside of it. Especially expendable, disgruntled workers, who he will likely probably never see or interact with again.
These aren't his troopers, and these rebels have caused the deaths of many of his actual troopers.
The moment Sumar looked down, thrawn knew he was the one sabotaging the bikes.
