From research the official state Bureau of Fire Protection resources are so limited (as is the hydrant network and water supplies) that most fires require volunteer support - as most volunteer departments are just one fire engine + one tanker/second engine and the construction type of most structures amenable to rapid fire spread it requires all the volunteer units across the city to mobilise to provide enough water and pumps
