I'm not sure about this, you can find out directly from the school if it will impact application.

Whether you are vaccinated or not, you need to have a negative Corona test 24 hours before travel.

What’s the minimum grade to get as an undergraduate in order to get a scholarship
Hello! From what is in practice, first class and second upper class grades is firstly considered. But that should not deter other grades as well...they can apply and maybe might have exceptions.
Further to what Chinyere Blessing said, I would love to add that every application is assessed based on the merit of it. Grades are one thing. Another thing is “do you have what it takes?”. Someone with a 2:2 may have a more appealing application and get the OKP. Just work on a beautiful and solid application and push it forward and I’m 100% sure you would get it.

I don't think so, but check the university requirement to confirm.

In my experience, you need to notarize your documents as long as it's from a foreign country.
Please where do you get document notarized?

Usually it is easier for family to come along for PHDs. However, if you want to bring your family for masters programme, you would have to meet certain requirements from the immigration organisation in the Netherlands.
