  • About to retire after 37 years long tenure as a civil servant, Anil Swarup - currently serving as the Secretary in the Union Human Resource Development Ministry - has an exceptional track record across Ministries. Speaking to Shekhar Gupta on Walk the Talk, he touches upon his experience in different sectors, the art of managing people and the problems that plague our education system.
    As the coal secretary, Mr Swarup was instrumental in revamping the coal block auction process by ensuring transparency through e-auction and addressing the problems due to shortage of coal.
    During his time at the education ministry, he has been involved in bringing reforms and taking on the mafias in the education sector.
    As someone who considers teachers to be the pivot of education, he highlights the problems in the way teachers are trained, recruited and the prevalence of colleges that provide degrees for money. He also sees merit in opening up the sector to public-private partnership. Even though Mr Swarup compliments the UPSC as an institution to be proud of, he stresses on the need to bring about changes in the selection process so as to effectively select leaders and train them.

    Sir,mr ravish kumar in ndtv hindi channel has made a series of episodes on state of colleges and the lack of funding which result in poor infrastructure ,non availability of teachers,non conduct of exams and so on.Are you addressing these issues also?A competent HRD secretary like you can do lot to help students who are really helpless with no future in sight.

    Sir ofcourse some teachers are bad apples. I request more salary for teachers in government and private sector. One more question that needs to be answered is who is choosing teaching these days....only people who can not go for ias, ips, doctor or software, para medical etc.....so all the creamy layers are going away and not returning back to society by teaching nest generation

      This is due to commercialisation of education system. See private sector is not good at all in serving the society, at times private sector fund good quality research only in an anticipation of future benifit. So there should be only public funded education institutions. That will ensure good quality for students of all backgrounds. IAS, IIT, IIM etc require extreme Tallent but making a teaching job attractive and respectful is the real challenge we have restricted teachers from adopting new personal methods and we are expecting good results, this does not happen.

    Government scheme, issuance of welfare loans and subsidies including startup scheme should be brought under content writing job even in education sector to feed constitution to students and common public

    Log in videos ko dekhne k bajaaye kachda dekhtey hain ...what I immediately noticed was the balance btw interviwer and Mr . Swaroop . It's hard to do that , because personally I would have got so much intimidated !

    Demand of coal problems
    Problems when to announce tender? Then this issue may be corruption handed.
    They want quality coal. Then they target indian coal or from foreign countries.
    Then utilisation of India coal mine to the correct product should be diverted to higher government official for better coal utilization and solution for procedures

    Invite beurocrats so that their interviews should not take them to court. Just interview to send information to public on social or economic issues from approval of proper authority

    Switching from coal to hr may be they are specialized paper chosen during civil service exam or they improved qualification during their tenure or government training

    Mistake is incident. If repeated ITIL library use other terms. Think this process not reached beurocrats level to make them go with government rules and never allow them take their decisions. This helps government to challenge foreigners that beurocrats come under rules of Indian constitution
    They can handle case only with proper protocol

    Digital certificate for university i. e., QR code in certificates to tell candidate details about personal information as well year of passing involves technology development for which government need to allot server with back up server for cost reduction as data retrieval for old students are needed only at certain circumstances
    Montessori kids education with medical care is HRD ministry or health ministry or both

    Every one is blaming teachers. No person in the system seem to blame the system ever. The quality of education has been reduced due to commercialisation of education. Making courses (B.ed) of 4 years is harmful as more private colleges will get more money from students for a longer period eventually benefiting commercialised Education. I mean sir with due respect what are you smoking these days. Public funded institutions should be the norm not an exception.

    why the interviewer was interfering all the time? He stopped Mr. Anil in almost every sentence! Mr. Anil was not able to finish or complete any of his ideas, thoughts or answer because of the interference of the stupid interviewer. An interviewers very first quality is he should be a very very good listener! Its disgusting!
