Does it need to sit so long? What is the quickest it is going to set in a paste like structure? Is 0-2 sand fine enough, or one would have to go for 0-1

I thought Hydraulic lime sets under water. How was this not a solid lump at the bottom of the bucket?
I can only assume he misspoke and meant hydrated lime.
