I think you've hit on what happened. She's probably telling the truth about the document, which is a significant part of the case since it was a forgery of an official document. But she was in on the plot; she's trying to split hairs to deny accountability.

If I remember correctly, the newscaster said something about Michigan constitution requires the elector vote/certification to take place in the state house. They ended up doing their fake certification outside. It was wild.
