funny enough when I was ten or so I saw a guy messing around in a cabinet like that. We were on the way to see my firefighter dad down the street from the intersection. Once we got to the the station they got a call for an accident at the same intersection. I mentioned seeing the guy and it turned into a whole investigation. Evidently the guy stole a cabinet key and was jacking with lights.
Its not a cabinet, Its a high voltage electrical box. He’s most likely looking around checking for cars passing by because he’s messing with the traffic lights.
