For your skincare - it’s a matter of water concentration. Something like a moisturizer with a water base is more easily absorbed by the skin but can also evaporate (due to the water). The oil goes on top of it to prevent it from evaporating and allow you to get the full benefits of the product while creating a barrier to protect your skin underneath. By layering products over the oil, you’re actually getting the least absorption possible because something water based can’t easily break through an oil barrier (since those don’t mix).
