Yeah Luffy standing around doing nothing is one of the problems they had adapting from manga to Anime. In the Manga Luffy is fighting Kreig at the same time Sanji is fighting Gin, you get side panels like that showing this, however the Anime has to show the whole fight so they give you Luffy standing watching others fight.
