@@your-parrot I think there must be a mistranslation here. A band is a physical risk to the health and welfare of the bird. If the band gets caught on a toy, the bird risks breaking its leg. That is the same no matter where in the world you live. A vet, is going to recognize and understand that risk to the bird, and is going to recommend removing the band. I'm really not sure how else I could word it. but if I'm not understanding you, could you try to explain more to me as well?
You have to use ring OR mini microchip for identification. If the bird have a ring and you cut off, you have to put a microchip and do the necessary updated documents for CITES reasons. I had accidents with rings several times. Especially with cutted rings on wild caught greys. I cut them off and changed for mini microchip.
