Hi dharmis..recipe s gd but aap na baking soda dalna tha kyun ki soda dalne se gulab jamun sugar syrup ko absorb karte hai and gulab jamun thoda sa raise hote hai..aap jaroor try Karo next time,I m sure it becomes gd..aap time nahi waste kar rahe ho,recipe achhe hone ke liye try and test jaroori hota hai..and Al d best for next recipe,hope gd always

I have made gulab jamuns with milk powder, because mava is not available readily in the US. Your quantity of maida is way too much for the milk powder used, also there should be at least 1/4 tsp of soda added to the recipe for that quantity of maida. For 1 cup milk powder maximum 1/4the cup maida, (2 TBSP works too!) and 1 tsp of soaked sooji needs to be added. 1/4th tsp baking powder, 2 pinch soda. And when the gulab jamuns are fried, they need to instantly go in the warm syrup. Like from the fryer directly to the syrup! Hope you try it. They are way faster as well as no worries of adulterated mava!
I dont remember properly now but 2 yers back i made with dairy whitener milk powder. I used only little maida.but it didnot come out properly like ready made mix.i wasnot too hard but not too soft also taste was not exact same like gulab jamun but was better and not too hard.. I feel u should not add too much maida.
