Based on their early discards (good pin and character tiles), non-seat wind pon, and chi-ing the 1 of bamboo they're most likely going for half flush in the bamboo suit. Technically it's also possible they have a closed set of their seat wind/red dragon, or half outside hand, but best to assume it's half flush which is the most dangerous and most likely (while keeping the other possibilities in mind). From there, the general rule of thumb is that when a player that seems to be going for a flush of some kind starts discarding tiles in their flush suit (especially 5 which is generally the most efficient tile of a suit), then they're probably tenpai or really close. At that point, even if they're not tenpai for sure, it's best to continue that round assuming they are.
it's an educated guess! i'm not sure that they're in tenpai, but i'm guessing they have a half flush hand in the bamboo suit based on their discards. Usually, when players are going for one suit (in this case bamboo) and they start to discard bamboo, it means their hand is really strong, or, probably in tenpai/really close to tenpai.
