I never heard of anyone wearing a surgical mask under an N95. Those products they now sell that fit as a flexible set of bands to better secure an N95 mask fit are a cheap easy to use method to enhance fit if that's an issue plus they can be easily removed at any time if they're uncontrollable without messing with the mask itself.
I've seen a number of people wearing surgicals under N95s, and even a few advocating it on Twitter, saying it helped give them better fit. It didn't work for me, but those results are based on my face and a specific combination of makes and models of masks. It's possible it might work for someone else, but it would take mask fit testing to know for sure.
The 3M Auras are my go to N95 based on how they fit and filter on me. I'm not a huge fan of the polyisoprene headbands that can snap without warning, so I'm leaning towards using the 9210+ Auras with braided elastic as my go to N95.
It may, but the surgical mask earl loops are really weak, so I'm not sure how much difference that tension makes. At some point I should cut out the center portion of a surgical mask and test it to see how much difference just the tension makes.
We have always used the surgical over the top of our n95s. Mostly because we do reuse the N95s and figure dirt/dust/larger debris would be stopped by the surgical mask and extend the life of the n95.
So far, the tests I've run with 3M 8210s and 3M 9205+ N95s have generally been better with surgicals over them, even though the BYD surgicals I'm using don't have very tight ear loops. But, since I'm not in a dusty environment and because I have enough 3M Auras, I don't think I'm personally going to see a benefit by double masking this way. For me, it just makes breathing harder, and I already get great fit and filtration with 3M auras as shown with my mask fit testing. But for other people, with different masks, or different applications, it might be beneficial. The study I link to in the video description found an overall slight decrease in efficacy from putting a surgical mask over an FFP2 mask, but no major issues.

I've seen it many times including recently. People do it to protect the N95, but I can see the leakage points, which isn't good.
