Perhaps they wanted the non wrapped body panels and frame that aren't externally facing to be blue, and perhaps he wants it to be blue if and when he gets tired of the flat metallic green wrap. These are just what come to my mind when I think a little about your question, I'm sure there could be many other reasons my thumbs are just getting tired.

no, you should still pay for black to make the unwrapped parts look better. white will stand out like crazy.
