Actually I think that was on Toriyama's mind all along. I think Toriyama made Cells go in his Bulk form is because realistically, for Toriyama to have normal Cell do it would simply be more difficult to draw or imagine, and even if he did go that way and draw it, that would lead to the fans raising many questions. Toriyama basically chose the bulk form to distract the readers or viewers mind off that topic and to have the moment as you put it: be more credible.

With his regeneration and Saiyan biology to help quickly close the gap (and that’s assuming he didn’t get stronger in the seven years between the Android and Buu sagas), yeah, Cell could theoretically hold his own in Buu. Assuming Babidi didn’t Majin-ize him the second he stepped on the ship, he’d have been a valuable ally.
I just realized the best way to overcome the slowness of bulking up in DBZ. Attack using techniques with the user at the center. Then, it doesn't matter how slowly your body moves. Now it makes sense that Super Trunks' Ultimate is the Super Explosive Wave... if Cell had tried the Perfect Barrier, he may have been able to hurt Gohan (somewhat).
mdudegamer good idea, but remember, Explosive Waves take some time to build and are pretty easy to see coming. All Gohan would need is a second to stop Cell from charging or releasing it.
I wonder if Cell was trying to justify using that form in his head - even after he completely smack-talked Trunks over using it. Maybe he was hoping beyond hope that the form would give him enough power to overwhelm Gohan, and - being a child - Gohan wouldn't have enough training or fighting instinct to know to avoid his attacks.
