The new Photoshop, 2023, does not have the 'jitter' or 'count' function, so I can't get the brush to look the same way you have done it. Is there another way you would recommend? Or another brush?

How do you do to only color in a layer? Like for example when you shaded the clouds but only painted ON the cloud? Idk if that makes sense XD
Click the preserve / lock layer transparency option
Clipping masks help too

It’s a skill not a brush that made this happen. Use hard round and square brushes while learning , don’t depend on texture brushes
what did you do on the last part that you made the clouds glow????
Thanks! you mean i have to paint in another layer using white and just change the opacity then it will make the clouds glowing?
You can also add exposure , and add the outer glow blending effect
