Not everyone at home isn't "working", we are a 1 wage household. I work for my partner and our elderly parents. I also work for my stepdaughter (now on her own) who has 3 young children. I am not entitled to a penny from the government, nor would I claim because everyone would be financially penalised. I'm sure I'm not the only person in this situation.
