From what I hear there are some mapping issues when it comes to large areas like Sanfransokyo. A shame, since if the AI could cope just imagine these fights being dragged throughout the city and onto rooftops. Well, it would be more impressive still if the AI didn't just cheaply teleport willy nilly, but I'd say it would be still be rather exciting.
This is the perfect open space to fight someone.
