I bought a Canada goose rain jacket (Nanaimo) and it is high quality. I don’t use it as much living in Toronto where it doesn’t rain a lot compared to the Pacific Northwest.
I would submit a claim to Canada Goose to fix the sleeve.

Hey there! I bought a medium. I could have gotten a small but you’re able to tighten the waist which makes it convenient to add a light down jacket underneath when the weather gets cooler.
