The reason why the Constellation-class is 3 years behind schedule is bcuz the Navy didn’t choose Huntington Ingalls, who had the capacity, workforce , and facilities to build it already in place.

It's not just our shipbuilding industry, it's a nation-wide problem. I've seen this happen time after time. Incompetent leaders always promote subordinates who "say the right things" rather than subordinates who do a good job. It's all about politics.
Shareholders. Completely gone once it enters individuals private bank accounts. Why the gov should have, i dunno... auditors or something looking into works done vrs dividends paid to see if contracts are actually being honoured.
These shipyards are deliberately putting themselves behind schedule because they can and then receive more money. The way raw steel is processed in these facilities makes sure projects are behind from day 1. They all do this, it not an accident.

I share your frustration on shipbuilding/yard. I like HR McMaster's suggestion that the DOD have multi-year budgets so that contractors can plan forward. Not that it would solve all problems, but at this point, I would suggest we buy out other friendly country's shipyards to start producing for us ASAP. We are playing with fire by not getting production from shells to ships produced en-mass.
Or actually pay trade people proper incomes so there is incentives to have welders? We spent decades saying "trades are bad, college is success" just to have our kids unable to be useful and poor.

china won't do that. that's a typical american way of trying to solve problems, but not the chinese way. china is building carriers just because there's a big difference between have the weapon but choose not to use it and have no weapon at all.
I'm an Army Veteran and current Shipbuilder for CVN's. We're behind because of the horrid conditions that the companies work us under. Over the last three years, I've had one raise, $0.42 an hour. That's my only raise since the pandemic, I can barely afford to live, and therefore I won't bust my ass to put out ships. I'm not going to make a multi billion dollar company comfortable if they're not willing to pay us what we need to live comfortably. I've been working the steel for 7 years, and still can't afford a house. You want good ships on time? Let me be able to actually comfortably live, and not be strung out paycheck to paycheck.
Have you seen some of the people that work at HII? If you were around some of those people for 40+ hours a week, you’d understand exactly why a lot of these ships are late. Management at HII is so incompetent, the workers look for any reason to NOT show up for work. When your boss tries telling you how to do your job, when they’ve never done your job a day in their lives, how can they possibly tell you how to do your job?!! I asked the boss how to do something even tho I already knew how to do it, since I’ve done it thousands and thousands of times, and the boss just sat there with a bewildered look on his face, and said “I don’t know.”
Our shipyards are a disgrace. When the USSR collapsed we really started forgetting major shipbuilding and the 20 years we spent in thr Middle East didnt help either. The US is always playing catch up before a war...
As an Australian citizen and tax payer I am compelled to ask the USA to please explain what had been done with our multi billion dollar investment in the USA's ship building industry if you still have the same problems and answers aka excuses that have been given prior to the AUKUS agreement? I'm just blowing off steam and apologise for my tone to the people of the USA. It's not my place to stick my bit into the domestic affairs of another country, I just hope that you guys find a solution which brings some measures of success and improvement.
Some of it went to help Austal build the facilities they used to build their LCS variant, which ended up being a failure because of its aluminum structure. So the US government gave Austal even more money to re-tool those same yards to build steel ships instead. Basically, we all (aussies and Americans) paid Austal to give aluminum hulled warships a go, since that was all they knew house to build. Then, when it didn’t work, we paid them to learn how to build ships out of steel instead. Austal made a whole lot of money off that deal, from both of us, and so far hasn’t delivered a ship that works as advertised.

The only difference between the 2 is that politicians are somewhat answerable for a lacklustre performance at the voting booth. This is a very good example of how performance based salary bonuses could be an incentive that actually saves the tax payer money in the long run. Great video Aaron. I work in the defense industry for missile defense, and the issues with shipbuilding are definitely present everywhere. It's really sad. Companies will do anything they can in order to win a contract and then bleed the government for more money. It's our own damn money! I hope the government does something about it, and that companies have to become more transparent and honest. I work my ass off to do my best because a large portion of my salary comes from the taxpayer. Corporate level greed is an infectious plague that needs to be dealt with - companies could eventually cripple our own defense capabilities all just to show quarterly profits.
We the People, are responsible for what kind of Congress we have. Congress, in turn, is responsible for what kind of military we have. Vote accordingly.
The reason you feel voting does nothing is every candidate has one thing in common. They will Al be bought and paid for by lobbyists the moment they arrive.
Our voting system is effing flawed, we don't really get a say and instead we are ruled over by people who we have no say in because of the "winner take all" local districting. Have it on good authority that the shipbuilders are also potentially committing some fraud. They're removing items from welding fixtures prematurely, before completion, in order to get paid for an item before it is completed. To be clear, I witnessed multiple times, the end product being removed from it's fixture prior to completion, to then be finished on the floor by hand, instead of using the mechanical welding system designed to do the work. This increases time to completion, and amount of rework required to pass inspection. And yet the contractor has been paid for when it left the fixture.

Australia also has the same sort of late and over budget problems but with additional issues. Because our Navy is small, the numbers that we build are small leading to significant extra cost to build here in Australia vs the US/Japan/Korea (a minimum of 30-40% more expensive). Add in gaps between ship building projects means that you are rebuilding your workforce each time. There is a push to have a continuous ship building program, but the government isn't willing to spend the money to deliver enough of the right sort of ships at the higher delivery pace that Navy really needs.
Are these ship builders deliberately delaying to get more money from DOD because no competition and because they just simply can? Maybe it's time DOD start shopping overseas for new hulls and remove requirements that hulls are to be US made?
They are just incompetent, arrogant and entitled. Its what happens when you cement a group of people in power and tell them they can do no wrong, that they are better then everyone else and infallible. Contempt for expertise and shortsightness does the rest.

Why the hell don’t we buy or lease 1 or 2 FREMs from the Italians or French? We can at least see how we like them and maybe do real testing on the systems available on the market and do testing of the systems we want on them on a real FREM type of ship!

Decades of stagnant wages, poor working conditions, unreasonable expectations, hostile working environments, soul crushing bullshit jobs. People are waking up to the pyramid scheme they were born into and are sick of participating in it only to barely survive while somebody else gets filthy rich.
I think the REAL shot-callers know we won't be needing anything like these fine vessels in a few years. Just might need MRAPS for neighborhood "security" patrol in certain states.
Constellation class delays are 100% caused by bureaucrats at NAVSEA demanding thousands and thousands and thousands of design changes from the in-service STANAG FREMM design. Those changes are "make work" to protect the bureaucrats' jobs. Such shenanigans are systematic and condoned by US Navy leadership. NAVAIR has the same budget/schedule busting issues for the same out-of-control bureaucracy reasons.
Coast Guard is having the same issue. New cutter programs, ones that are vital to our border security and power projection in the polar regions, are YEARS behind schedule. Incredibly frustrating to deal with and is a big part of why I moved to working on civilian vessels.

I think the mismanagement of our shipyards wouldn't be as frustrating if China wouldn't build ships at record speed and if Russia wouldn't be building submarines at a pace not seen since the end of the cold war. We've become decadent, comfortable and complacent, we need to make drastic changes to get back on track in terms of shipbuilding. LCS, Zumwalt, Constellation-Class, delays, delays, delays, issues...the navy isn't having a good time. At least the Burkes are not giving us any headaches.

The proper financial incentive structure needs to be in place BEFORE bids on a project are accepted, because the misrepresentation begins with the bids.
If private industry cannot fulfill the Navy's needs, then Congress needs to create/re-establish national shipyards and/or outright nationalize the relevant shipyards and companies. The latter would face a lot of opposition but it's an option that needs consideration in light of current shipbuilding problems.
Hearing this makes me sick, as an Aussie, I was was give the ASOTN position, I would be having weekly meetings with the ship builders to ensure they are on track and on budget. If they do not comply, I would be on the phone daily and would turn up on their door step to shift them into gear. You cannot allow contracts to run them selves, they need to be accountable in every way.
A Chinese jet launched flares in front of an Australian helicopter... again. One day there will be a miscalculation and the proverbial will hit the fan.
Easy fix, if the shipyard need more money after low balling a bid they can issue shares to the government. Why they do not do it is a much bigger problem where legalized bribing in the form of donations to politicians play a big role..
It is unfortunate that the United States doesn't allow your ships to be built overseas. We in Australia will soon have a brand new shipyard that is supposed to be capable of biulding SSNs and you won't use it to make hull modules for US ships. Not very logical. You could give Aussie biullders a valuable head start on experience and get your extra .7 of hull to complete your 1.3 submarines..
We need another shipyard for submarines. We only have one left in Gorton. They keep yapping about adding it to the Pascagoula Ingalls yard, but that aint happening. NNSY is overburdened with the Ford Class construction, and I aint aware of ANY shipbuilding on the west coast. WE HAVE TO BUILD A NEW MAJOR SHIPYARD!
A lot of the problems are traceable to the various Unions and that fact no body in Congress is stupid enough to mess with one of their principal sources of significant reelection campaign funding. And they reelection that occurs every two year in the House.
As a House member your principal task is to get people to leave little bags of quid pro bucks outside your office door. Same mission for a Senate member except its six years between reelection events. FYI the Unions absolutely run California and have managed to wreck a good thing. Vote Trump only option left.

I wonder how fast the ship building companies would start putting out ships if we said "no more money for you till you give us the keys per ship...." Come on really what other area then "government production contacts" can you be late and still get paid regardless if you got product to sell or not....
The problem is that US doesn't have a choice. You don't have other ship builders and the shipbuilding company knows it. It's time to outsource builds that are not that sensitive to Japan or South Korea or have Japanese or South Korean company build shipyards in the US. There will be no changes if there are no other competitors.
I just want to say that not all is lost, as bad a shape as our shipyards are and our collective shipbuilding abilities, there are those of us in the private sphere that see this as an opportunity to exploit. Were not talked about much and few of us have anymore than a few dozen employees but were here and were building the Navy of tomorrow with smaller tonnage but no smaller of a footprint.
Could you do a video about why a US Navy aircraft carrier gets sunk in seemingly every exercise? As a laymen it looks like those things are doomed in a real war.
Why not threaten the US shipyards with allowing the UK shipyards to build the next sub if they are not on time? It would be useful for the UK to be able to to do the same in reverse too?

You are right, the military should be accountable, the governing bodies over them should hold them accountable and the people of this nation need to hold lawmakers accountanble for what they do. I've heard that shipyards are having trouble hiring welders. When I was working for a Workforce Investment Act office 10 years ago local manufacturers were also having trouble hiring welders. Maybe the Navy needs to develop a Toddler's First TIG Welder toy to get them interested and on the path while they're young, to detour them from China's Toddler to TikTok Influencer pipeline.
We allow military officials to retire with full pensions and then work for the very contractors they oversaw. I know you're also a contractor but it doesn't sound like you had responsibility for budgeting or procurement. These guys in procurement are basically given an unspoken promise that they will have lucrative post military careers if they just play ball while they are in the service. Please consider that incorporation of new technologies does not always go according to plan and budget. New technologies are expected to move from R&D to operational reliability on time lines that are not always predictable. Calm down.
Supply chain issues can be caused by the oddest reasons. I once could not ship auto parts to the automaker nearly shutting down their production because of cardboard box packing tape. In the case of ship building it may not be raw materials like steel to the yard but a part supplier can't get their steel orders filled slowing small part deliveries to shipyard. There is a lack of proficient experienced blue collar workers which hinders build efficiency by rework or just lack of productivity.

And they build most of the worlds civilian shipping as well. The scale of Chinas industrial capacity is mind boggling.

Capitalism is profits or losses. US manufacturing went overseas because companies were losing money.
After the complete trainwreck that was the Freedom Class, I have no idea why the contract for the Constellations was handed over to Fincantieri.

Add in gaps between ship building projects means that you are rebuilding your workforce each time. There is a push to have a continuous ship building program, but the government isn't willing to spend the money to deliver enough of the right sort of ships at the higher delivery pace that Navy really needs.
Are these ship builders deliberately delaying to get more money from DOD because no competition and because they just simply can? Maybe it's time DOD start shopping overseas for new hulls and remove requirements that hulls are to be US made?
They are just incompetent, arrogant and entitled. Its what happens when you cement a group of people in power and tell them they can do no wrong, that they are better then everyone else and infallible. Contempt for expertise and shortsightness does the rest.

I think the REAL shot-callers know we won't be needing anything like these fine vessels in a few years. Just might need MRAPS for neighborhood "security" patrol in certain states.
Constellation class delays are 100% caused by bureaucrats at NAVSEA demanding thousands and thousands and thousands of design changes from the in-service STANAG FREMM design. Those changes are "make work" to protect the bureaucrats' jobs. Such shenanigans are systematic and condoned by US Navy leadership. NAVAIR has the same budget/schedule busting issues for the same out-of-control bureaucracy reasons.
Coast Guard is having the same issue. New cutter programs, ones that are vital to our border security and power projection in the polar regions, are YEARS behind schedule. Incredibly frustrating to deal with and is a big part of why I moved to working on civilian vessels.

I think the mismanagement of our shipyards wouldn't be as frustrating if China wouldn't build ships at record speed and if Russia wouldn't be building submarines at a pace not seen since the end of the cold war. We've become decadent, comfortable and complacent, we need to make drastic changes to get back on track in terms of shipbuilding.
LCS, Zumwalt, Constellation-Class, delays, delays, delays, issues...the navy isn't having a good time.
At least the Burkes are not giving us any headaches.
Look also at Boeing and the space program, same thing with delays and cost overruns.
I don't trust Boeing building airliners, I wouldn't let them near anything space related.

The proper financial incentive structure needs to be in place BEFORE bids on a project are accepted, because the misrepresentation begins with the bids.

Increase the military budget, build more ships, and double and strengthen the number of overseas military bases from 800 to 1600.
If private industry cannot fulfill the Navy's needs, then Congress needs to create/re-establish national shipyards and/or outright nationalize the relevant shipyards and companies. The latter would face a lot of opposition but it's an option that needs consideration in light of current shipbuilding problems.

Hearing this makes me sick, as an Aussie, I was was give the ASOTN position, I would be having weekly meetings with the ship builders to ensure they are on track and on budget. If they do not comply, I would be on the phone daily and would turn up on their door step to shift them into gear. You cannot allow contracts to run them selves, they need to be accountable in every way.

Easy fix, if the shipyard need more money after low balling a bid they can issue shares to the government. Why they do not do it is a much bigger problem where legalized bribing in the form of donations to politicians play a big role..
It is unfortunate that the United States doesn't allow your ships to be built overseas. We in Australia will soon have a brand new shipyard that is supposed to be capable of biulding SSNs and you won't use it to make hull modules for US ships. Not very logical. You could give Aussie biullders a valuable head start on experience and get your extra .7 of hull to complete your 1.3 submarines..
We need another shipyard for submarines. We only have one left in Gorton. They keep yapping about adding it to the Pascagoula Ingalls yard, but that aint happening. NNSY is overburdened with the Ford Class construction, and I aint aware of ANY shipbuilding on the west coast. WE HAVE TO BUILD A NEW MAJOR SHIPYARD!
We don't build anything in the US anymore. The only way we will get these ships and boats is to have them built by China, Korea or Japan...

A lot of the problems are traceable to the various Unions and that fact no body in Congress is stupid enough to mess with one of their principal sources of significant reelection campaign funding. And they reelection that occurs every two year in the House.
As a House member your principal task is to get people to leave little bags of quid pro bucks outside your office door. Same mission for a Senate member except its six years between reelection events. FYI the Unions absolutely run California and have managed to wreck a good thing. Vote Trump only option left.

The problem is that US doesn't have a choice. You don't have other ship builders and the shipbuilding company knows it.
It's time to outsource builds that are not that sensitive to Japan or South Korea or have Japanese or South Korean company build shipyards in the US.
There will be no changes if there are no other competitors.
The South Koreans lost money for years building ships. These Asian countries are willing to work for low wages and low prices for their products.
I just want to say that not all is lost, as bad a shape as our shipyards are and our collective shipbuilding abilities, there are those of us in the private sphere that see this as an opportunity to exploit. Were not talked about much and few of us have anymore than a few dozen employees but were here and were building the Navy of tomorrow with smaller tonnage but no smaller of a footprint.

I've heard that shipyards are having trouble hiring welders. When I was working for a Workforce Investment Act office 10 years ago local manufacturers were also having trouble hiring welders. Maybe the Navy needs to develop a Toddler's First TIG Welder toy to get them interested and on the path while they're young, to detour them from China's Toddler to TikTok Influencer pipeline.

We allow military officials to retire with full pensions and then work for the very contractors they oversaw. I know you're also a contractor but it doesn't sound like you had responsibility for budgeting or procurement. These guys in procurement are basically given an unspoken promise that they will have lucrative post military careers if they just play ball while they are in the service. Please consider that incorporation of new technologies does not always go according to plan and budget. New technologies are expected to move from R&D to operational reliability on time lines that are not always predictable. Calm down.
Supply chain issues can be caused by the oddest reasons. I once could not ship auto parts to the automaker nearly shutting down their production because of cardboard box packing tape. In the case of ship building it may not be raw materials like steel to the yard but a part supplier can't get their steel orders filled slowing small part deliveries to shipyard. There is a lack of proficient experienced blue collar workers which hinders build efficiency by rework or just lack of productivity.
