It has to do with all of the sound files for the different forms being on the same track/file because it's Imperfect Cell at base transforming into other versions, and the Japanese Cell only had one voice throughout his transformations while English Cell has distinct voices.
I mean, I go anywhere NEAR my workplace and I can feel the Stupid Energy emanating from the building. I'm sure the planet has enough to power Cell's Spirit Bomb with or without consent.

Not trying to be picky but they could've used different voices depending on the transformation. Metal Cooler would've been cooler (no pun intended) if they used the robot voice. Still a great game thou.

I love seeing Cell use the spirit bomb, especially how much of a parallel it is from Goku's; he doesn't even pretend he needs the energy for a noble cause, it's such a good depiction of character
I remember getting so good at this game that my only rival was the friend who I practiced with who became just as good if not better. All because we learned cancel and tp combos.
I remember when this came out in 2004, a lot of us on the GameFAQs community (me, SuperShinySonic, Nnamz, EVILCAPAMERICA, and others I'm not remembering off the top of my head) were really exploring the crap out of this game. We also knew about baiting teleports, so the whole "users who are 100% sure that a cancel combo is uselss because the opponent can still teleport!" goes all the way back to the beginning lol, sad to see that the myth has actually still persisted to this day. The only thing we lacked back then due to tech were easy ways to do video showcases to demonstrate to everyone else what this game really looked like when using the mechanics to their fullest extent. Very glad to see this game is still alive almost 15 years later and that the mechanics are finally being showcased.
